Let \(K\) be a (simplicial) triangulation of closed 3-manifold \(M\). Let \(E(K)\) and \(F(K)\) be the number of edges and faces of \(K\). In [Trans. Am. Math. Soc. 337, No. 2, 891-906 (1993; Zbl 0785.57007)] \textit{F. Luo} and \textit{R. Stong} gave various bounds on \(\mu=3F(K)/E(K)\), the average edge order of \(K\). The author obtains similar results in the case \(M\) has a boundary.
