    In this article the authors study singular integral operators with rough kernels, which have a singularity along sets \(\{x=Q(| y|)y'\}\), where \(y'=y/| y| \) and \(Q\) is a polynomial of degree \(m\), and they obtain \(L^2\) bounds. More precisely, the operators they considered here are \[ T_{Q,b}(f)(x)=\int_{{\mathbb R}^{n}}K(y)f(x-Q(| y|)y')dy \] where \(K=\text{p.v. } b(x)\Omega (x)| x| ^n\), \(b\in L^\infty\), and \(\Omega\in L^1 (S^{n-1})\) is a homogeneous function of degree \(0\) whose integral over \(S^{n-1}\) vanishes. The maximal function is defined as, \[ T_b ^*(f)(x)=\sup_{\varepsilon >0}\Biggl| \int_{| y| >\varepsilon}K(y)f(x-y)dy \Biggr|. \] The main result in this paper is: The operators \(T_{Q,b}(f)\) and \(T_b ^*(f)\), defined as above, are bounded on \(L^2({\mathbb R}^n)\) if \(\Omega \in H^1 (S^{n-1})\).
