This paper deals with the construction of a fundamental solution for a large class of second-order hypoelliptic partial differential equations with nonnegative characteristic form. Once the fundamental solution \(\Gamma\) is constructed several basic properties are proved. More specially, \(\Gamma\geq 0\), \(\Gamma\) is smooth away from the diagonal and \(\Gamma\) can be estimated from above by the fundamental solution of the heat operator. At the end of the paper the authors discuss the problem for existence, uniqueness and integral representation via \(\Gamma\) of the classical solution to the Cauchy problem for the class of hypoelliptic operators under consideration.
