This paper develops a previous note [C. R. Acad. Sci., Paris, Sér. I 324, No. 3, 323-326 (1997; Zbl 0890.57022)]. The \({\mathbb Z}/2\) cohomology ring of orientable Seifert manifold fibering over \(S^2\) is computed. Applications are given to the existence of degree 1 maps to \({\mathbb R}P^3\) and to the Lyusternik-Shnirel'man category. This is aimed also to generalize to Seifert manifolds with \({\mathbb Z}/p\) coefficients and degree 1 maps onto lens spaces \(L(p,q)\).
