The paper deals with pseudo-differential operators of the form \[ L(x,D)=\sum^{m}_{i,j=1}P_ i(D)a_{ij}(x)Q_ j(D),\quad x\in \Omega, \] where \(\Omega\) is an open set in \({\mathbb{R}}^ n\), the functions \(P_ i,Q_ j\) are continuous and satisfy certain growth estimates in terms of a pseudo-differential operator P, and the \(a_{ij}\) are allowed to be merely in \(L_{\infty}(\Omega)\), \(i,j=1,2,...,m\). The generalized divergence form of L suggests a naturally associated sesquilinear form B defined on \(\overset \circ C_{\infty}(\Omega)\). Conditions are given under which B is continuous with respect to the graph norm of the pseudo-differential operator P. The main result of the paper is a generalized Gårding inequality which holds for B under certain additional assumptions. In a concluding section the associated Dirichlet type boundary value problem is being discussed.
