Summary: The purpose of this paper is to construct modulation spaces \(M^{p,q}(\mathbb{R}^d)\) for general \(0<p,q\leq\infty\), which coincide with the usual modulation spaces when \(1<p,q\leq\infty\), and study their basic properties including their completeness. Given any \(g\in {\mathcal S} (\mathbb R^d)\) such that the support of \(\widehat g\) is a subset of \(\{\xi: |\xi|\leq 1\}\) and \(\sum_{k\in \mathbb Z^d}\widehat g (\xi -\alpha k)=1\), our modulation space consists of all tempered distributions \(f\) such that the quasi-norm \[ \|f\|_{M^{p, q}_{[g]}}=\left(\int_{\mathbb R^d}\left(\int_{\mathbb R^d}|f*(M_\omega g)(x)|^p\,dx\right)^{q/p}\,d\omega \right)^{1/q} \] is finite.
