For Part I see Topology 36, No. 2, 579-603 (1997; Zbl 0936.57009). This paper studies the problem of classifying the \(r\)-Dehn surgeries of a knot in \(S^3\) which produce Seifert fibrings. The main result is that for a satellite knot which is not cabled exactly once there can be at most two nontrivial surgeries on \(K\) which produce Seifert fibered manifolds. This gives good results for Seifert fibrings with base \(\mathbb{R} P^2\) and some results when the base is \(S^2\).
