The authors consider the problem of minimizing a functional of the form \[ I_\Sigma(\gamma) = \int_{\overline \Omega \times \overline \Omega} d_{\Omega, \Sigma}(x, y) \gamma(dx\,dy) \] over a class of Borel measures \(\gamma\) in \(\overline \Omega \times \overline \Omega\) \((\Omega\) a \(n\)-dimensional bounded open set), this class defined in terms of two finite nonnegative measures \(\phi^+, \phi^-\) in \(\Omega;\) \(K \subset \Omega\) is a closed set and the function \(d_{\Omega, \Sigma}(x, y)\) is constructed from the geodesic distance in \(\Omega\) in such a way that all points in \(K\) lie at distance \(= 0.\) This setup models a transportation problem in \(\Omega\) where transportation along \(K\) is free. The results are on existence, regularity and uniqueness of the optimal transport density.
