In continuation of his paper [Manuscr.\ Math.\ 94, 253-265 (1997; Zbl 0892.11018)] the author shows that for every prime number \(p\geq 5\) there exists a modular form of weight \(p-1\) on Sp\(_2(\mathbb{Z})\) which is congruent to 1 modulo \(p\). The main ingredient in the proof is the use of a certain Jacobi form and its image in the Maaß Spezialschar. The paper is part of the author's project to show a similar result for symplectic groups of any degree, which addresses a conjecture of Deligne.
