Let \(H=\exp(\mathfrak h)\subset G=\exp(\mathfrak g) \) be connected almost algebraic Lie groups. Let \(\pi \) be an irreducible representation of \(G \). The restriction of \(\pi \) to \(H \) is called \(H \)-admissible, if \(\pi_{| H} \) is the direct sum of irreducibles with finite multiplicities. If \(\pi \) is associated to a co-adjoint orbit \(\mathcal O\subset \mathfrak g^*\), then one wants to deduce the properties of \(\pi_{| H} \) from the properties of the \(H \)-space \(\mathcal O \). Suppose now that \(G \) is semi-simple and that \(\pi \) is a discrete series of \(G \). Let \(\mathcal O_\pi \) be the coadjoint orbit in the sense of Duflo. The ``weakly proper '' conjecture of Duflo says that the restriction of \(\pi \) to \(H \) is \(H \)-admissible if and only if the natural projection \(p:\mathcal O\to \mathfrak h^* \) is weakly proper. Furthermore, if \(\pi_{| H} \) is \(H \)-admissible, then every irreducible \(\tau \) of \(H \) appearing in the decomposition of \(\pi_{| H} \) corresponds to a unique admissible and strongly regular \(H \)-orbit in \(\mathcal O_{| \mathfrak h} \). Here, weakly proper means that, for all compact subsets \(L\subset p(\mathcal O)\cap \mathfrak h^*_{fr} \), the set \(p^{-1}(L)\subset \mathcal O \) is also compact. Here, \(\mathfrak h^*_{fr} \) is the set of strongly regular linear forms on \(\mathfrak h \). In this paper, the author shows that the ``weakly proper '' conjecture of Duflo is true for the group \(\mathrm{SU}(2,1) \) and the Borel subgroup \(B=MAN \), justifying the condition of weakly proper instead of the usual notion of proper in the conjecture.
