The author follows up the classical work of Hadwiger on lattice scissors congruence where only translations are allowed. He proves the completeness of the Hadwiger invariants for modules over integral domains which generalize the lattice polyhedral case. He also introduces a new invariant which in case of a lattice polytope \(P\) is the sum of all cones obtained by projecting \(P\) from one of its vertices. ``In addition to solving the scissors congruence problem this latter invariant is interesting for the manner in which it reflects in the group of spherical polyhedra the basic structures of the group of lattice polyhedra.'' (Author's introduction). There is a twofold motivation for the paper. One is that of finding new methods for evaluating the volume of lattice polytopes. The other is algebraic-geometric and refers to toric varieties. The paper provides an important contribution to the relation between polytope algebra and toric varieties as is studied presently by a number of authors.
