Let \(F\) be a local field with ring of integers \({\mathcal O}\), let \(L\) be an \({\mathcal O}\)-lattice of rank 3 on a regular quadratic space \(V\) over \(F\), and let \(K\) be an \({\mathcal O}\)-sublattice of \(L\) of rank 1. Let \(\theta(L,K)= \theta(X(L/K))\), where \(X(L/K)= \{\sigma\in O^+(V): \sigma K\subset L\}\) and \(\theta\) is the spinor norm mapping, be the relative spinor norms with respect to \(L\) and \(K\). For non-dyadic and 2-adic local fields, these relative spinor norms were computed by \textit{R. Schulze-Pillot} [J. Number Theory 12, 529-540 (1980; Zbl 0443.10017)]. In the present paper, they are determined for arbitrary dyadic local fields, with the results expressed in terms of the Jordan splitting of \(L\). Some examples are given illustrating the use of these results for the determination of representation masses. In light of the results of Schulze-Pillot [op. cit.], the computation of the relative local spinor norms provides an effective means of determining whether a given integer is represented by the spinor genus of a global ternary lattice over an arbitrary algebraic number field.
