    The authors analyze a split ring geometry with materials that are perfectly conducting. The time harmonic Maxwell equations are studied here, and the homogenization limit in which the size of the rings tends to zero is derived. Formulas for the explicit effective material parameters are obtained in the homogenization limit. In particular, the effective magnetic permeability can have a negative real part. Another geometric averaging procedure (besides volume averaging) is introduced for curl free vector fields. This is motivated by taking into account inclusions which are not simply connected.
