Necessary and sufficient conditions for the strong convergence of bilinear forms are given which are similar to the so-called Mosco convergence [\textit{U. Mosco}, J. Funct. Anal. 123, No. 2, 368-421 (1994; Zbl 0808.46042)]. The results generalize [\textit{M. Röckner} and \textit{T. S. Zhang} [Stochastics Stochastics Rep. 57, 37-55 (1996; Zbl 0885.60066)] to an abstract setting. The forms in consideration are sums of a coercive form and a perturbation part induced by a generator of a semigroup.
