    Let \(X\) be a complex Banach space. For \(\varepsilon >0\) and \(T\in L(X)\), the \(\varepsilon\)-pseudospectrum of \(T\) is defined as \[ \sigma_{\varepsilon}(T)= \{\lambda\in \mathbb{C}: \|(T-\lambda I)^{-1}\|>\varepsilon^{-1}\} \] or as \[ \Sigma_{\varepsilon}(T)= \{\lambda\in \mathbb{C}: \|(T-\lambda I)^{-1}\|\geq \varepsilon^{-1}\}. \] It is known that \(\displaystyle \sigma_{\varepsilon}(T)=\bigcup_{\|A\| <\varepsilon}\sigma(T+A) \). In this paper, the author discusses sufficient conditions so that \[ \Sigma_{\varepsilon}(T)=\bigcup_{\|A\| \leq \varepsilon}\sigma(T+A) \] holds. The author points out that the above property is closely related to the norm attaining condition, i.e., if \(I+T\) is invertible and \(\|I+T\|>1\), then \(I+T\) attains its norm.
