A $\theta$-group is a pair $(H, V)$, where $V$ is a finite dimensional vector space over $\mathbb{C}$, $H$ is a connected algebraic reductive subgroup of $GL(V)$. These pairs are constructed for semi-simple Lie algebras over $\mathbb{C}$ and their automorphisms $\theta$ of finite order. The notion of $\theta$-groups was introduced by E. Vinberg, and the author of the present article prefers to call the pairs $(H, V)$ Vinberg pairs. The main result in this paper is a generalization of the Kostant-Rallis multiplicity formula (about the decomposition of harmonics) to general Vinberg pairs. It is noted that the technique of Kostant-Rallis does not work in the context of Vinberg pairs. Two special explicit formulas (for $E_6$ and $E_8$) are given.
