The author derives a finiteness criterion for the discrete spectrum of a multi-dimensional symmetric Jacobian matrix with real coefficients \(\mathcal L: \mathcal L^l_m=O\) if \(\| l-m\|_{\mathbb{R}^n}>n\). This problem appears in the case of the simplest Jacobian matrix when dealing with scattering for the discrete analogue of a Sturm-Liouville operator. The following theorem is proved: Theorem. Let for any multi-indices \(m\) and \(l\) such that \(\| l-m\|_{\mathbb{R}^n}\leq n\) be \[ N_1\cdots N_ n\sum^{2N_1}_{r_1=N_1}\cdots\sum^{2N_n}_{r_n=N_n}\left||{\mathcal L}^{m+r}_{l+r}| - \frac1{2^n}\right|\to 0 \] provided that \(N_1+N_2+\ldots+N_n\to\infty\). Then the operator \(\mathcal L\) has only a finite number of eigenvalues outside the interval \([-1,1]\). If, furthermore, it is known that the sequences \(\mathcal L^{m+r}_{l+r}-\frac1{2^n}\) are sign definite then the condition is also necessary. This theorem is a discrete analogue of the one given by \textit{M. S. Birman} [Mat. Sb., N. Ser. 55(97), 125--174 (1964; Zbl 0104.32601)].
