The class of groups all of whose subgroups are \(M\)-groups is considered. It is shown that the subclass of these groups with Sylow \(p\)-subgroups of class at most 2 is a formation. An example (with Sylow 2-subgroup of class 3) is constructed to show that the class itself is not a formation.
