    This paper presents an analysis of a new method for the iterative solution of algebraic systems which arises from the discretization of the second order elliptic Neumann problem on a bounded region by the finite element method. The novelty of the proposed method is in the recommended preconditioner which is constructed by using a cyclic matrix. It is also suggested that the resulting algorithm will be applicable to parallel computation.
