Consider two finite extensions \(K_ 1\), \(K_ 2\) of the field \(\mathbb{Q}\) of rational numbers, denote by \(\zeta(T,s)\) the Dedekind zeta-function of a number field \(T\), and let \(k=K_ 1\cap K_ 2\), \(K=K_ 1\cdot K_ 2\). Brauer's problem alluded to in the title of the paper is to prove that the Artin \(L\)-function \[ L(s,\chi)= {{\zeta(K,s)\zeta(k,s)} \over {\zeta(K_ 1,s)\zeta(K_ 2,s)}} \] is an entire function. Assuming there is a soluble Galois extension \(\Omega| k\) such that \(K\subseteq\Omega\) and that either \([K:K_ 1]= [K_ 2:k]\), or \(K_ i \supsetneqq L\supsetneqq k\) holds for no field \(L\), \(i=1,2\), the authors prove that the character \(\chi\) is a sum of monomial characters and thereby solve the problem. By means of explicit examples, it is shown that in general \(\chi\) is not equal to a sum of monomial characters, so that to solve Brauer's problem in full generality one would have to use other methods.
