The present authors obtained the result which is formulated in the title. Their proof is based on transversal designs. Reviewer's remarks: (1) The interested reader can find a table of the values of the lower bounds of \(N(v)\) attained so far, in \textit{A. E. Brouwer} [Recursive construction of mutually orthogonal Latin squares. Latin squares. New developments in the theory and applications, Ann. Discrete Math. 46, 149-168 (1991; Zbl 0742.05017), see p. 167]. (\(N(v)\) denotes the maximum number of mutually orthogonal Latin squares of order \(v\).) (2) Instead of sporadic results as given in this paper, recently some efforts have been made to improve the known lower bounds of \(N(v)\) in infinitely many cases, see the reviewer, \textit{G. L. Mullen} and \textit{S. J. Suchower} [A note on power sets of Latin squares (to be published)]. Some further results on the same subject are in progress.
