    Theorem 2 of this short note announces the main result about the existence of \(Q\)-processes, when \(Q\) is a two-sided birth-and-death matrix with instantaneous states: The necessary and sufficient condition is one of the 3 alternatives: (1) \(Q\) has infinitely many instantaneous states; (2) \(Q\) has only one instantaneous state, and there is at least one regular boundary point for \(Q^{(s)}\), the stabilized matrix of \(Q\); (3) \(Q\) has two instantaneous states, and the two boundary points of \(Q^{(s)}\) are regular.
