    This paper introduces a new model of superconducting materials that incorporates both a variable order parameter and spatially nonlocal effects. A similar model was proposed by Bardeen in the 1950's in order to unite the spatially nonlocal interactions proposed by Pippard with the order parameter theory of Ginzburg and Landau. The new model is designed to incorporate new variational techniques involving relaxation and Young measures. In particular, the model describe rapid oscillations between superconducting and normal states in a probabilistic fashion through the use of Young measures.
