    [This is a joint review of parts II and I (ibid., 1-25).] The aim of the author is to give a proof of three theorems stated several years ago by himself without any proof [C. R. Acad. Sci., Paris, Sér. I 311, No. 9, 499-502 (1990; Zbl 0711.47027)]. These theorems concern the convergence of the series expansion of a function \(f: \Omega \subset \mathbb{R}^ N\to \mathbb{C}\), which belongs to a particular class \(L^ \alpha_ p (\mathbb{R}^ N)\) (Liouville class), in terms of a particular Riesz basis \((u_ i)\) defined as follows: The functions \(u_ i\in C^ 2 (\Omega)\) (eigen-functions) satisfy the equation \(\Delta u_ i=- \lambda_ i u_ i\) on \(\Omega\) with certain \(\lambda_ i\in \mathbb{C}\) (eigenvalues). The above-mentioned Liouville class \(L^ \alpha_ p (\mathbb{R}^ N)\) consists of functions \(f(x)\) representable in the form \[ f(x)= \int_{\mathbb{R}^ N} v_ \alpha (| x-y |) h(y) dy, \qquad \alpha>0 \] with some suitable \(h\in L^ p (\mathbb{R}^ N)\). Here \(v_ \alpha (r)\) denotes the Bessel-Macdonald kernel, i.e.: \[ v_ \alpha (r)= \text{const.} K_{(N- \alpha) /2} (r)/ r^{(N-\alpha) /2}, \qquad \alpha>0. \] He gives some sufficient conditions under which the partial sums \[ S_ \mu (f, x):= \sum_{\text{Re} \sqrt {\lambda_ i} <\mu} f_ i u_ i (x), \qquad f_ i= \int_ \Omega f\overline {\nu}_ i, \qquad \mu>0 \] converge locally uniformly in \(\Omega\) to \(f\). Here \((\nu_ i) \subset L^ 2 (\Omega)\) stands for any biorthogonal system (the functions \(\nu_ i\) are not assumed to be eigenfunctions). The proofs dwell on ten lemmata whose proofs are also rather long.
