    Let \(\Omega\subset\mathbb{R}^ 3\) be an unbounded domain with non-compact boundary \(\partial\Omega\). Consider the non-stationary Navier-Stokes equations: \[ \begin{aligned} &{\partial u\over \partial t}- \Delta u+ u\cdot\nabla u+ \nabla p= 0,\quad\text{div }u=0,\quad x\in \Omega,\;t>0\tag{N-S}\\ &u\bigl|_{\partial\Omega}= 0;\quad u\bigr|_{t= 0}= a.\end{aligned} \] In Theorem 1, we prove the existence and uniqueness of a global strong solution \(u\) of (N-S) under the assumption that \(A^{1/4}a\) is small in \(L^ 2\), where \(A\) is the Stokes operator in \(L^ 2_ \sigma\). In Theorem 2, the decay rates not only of such a solution \(u\) itself but also of its higher derivatives in space-time in \(L^ r\) are discussed. Since \(\partial\Omega\) is non-compact, there is no \(L^ r\)-theory of the Stokes operator, so the decay result on the solutions to (N-S) has been difficult to prove. Investigating an invariance of strong solutions, we give various explicit decay rates in \(L^ r\) only by using \(L^ 2\) theory.
