    Let \(K: L^ r_ 2(\mathbb{R})\to L^ m_ 2(\mathbb{R})\) be defined as the input-output operator of the system \[ x'(t)= A_ K(t) x(t)+ B_ K(t) u(t);\qquad y(t)= C_ K(t) x(t),\tag{1} \] where \(A_ K\), \(B_ K\), \(C_ K\) are matrices with entries in \(L_ \infty(\mathbb{R})\) and \(A_ K\) defines an exponentially stable evolution. Given such a \(K\) and a nonnegative integer \(p\), the Nehari-Takagi problem considered in this paper is to find \(T: L^ r_ 2(\mathbb{R})\to L^ m_ 2(\mathbb{R})\) which appears as input-output operator of a system of the form \[ x'= A(t) x+ B(t)u;\qquad y= C(t) x+ D(t)u, \] where the differential equation \(x'= A(t)x\) has a dichotomy with projection \(P\) which satisfy \(\text{rank }P\leq p\) and \(\| K+ T\|< 1\). The paper gives a necessary and sufficient condition for existence of a solution for the Nehari-Takagi problem. For the so-called suboptimal case a linear fractional description of all solutions is given. Connections with the one-sided tangential time-varying continuous time Nevanlinna- Pick interpolation problem are also discussed.
