We give a constructive way to determine the elements of the group of orthogonal circulant \((n \times n)\)-matrices over \(GF(q)\) for an arbitrary prime power \(q\). This simplifies the proof and the construction algorithm given by \textit{K. A. Byrd} and \textit{T. P. Vaughan} [J. Comb. Theory, Ser. A 24, 34-49 (1978; Zbl 0377.20041)].
