    [Part I of this paper appeared in: Geometry and topology of submanifolds. VI. Singapore: World Scientific, 210-223 (1993).] By using the concept of ``asymptotic connection'', the author develops the theory of equiaffine surfaces in 4-dimensional real space \(\mathbb{R}^4\). In this way, and for indefinite surfaces, he proves in this second paper a version of the so-called Fundamental Theorem which unifies and generalizes three previous well-known theories: 1) the theory of \textit{C. Burstin} and \textit{W. Mayer} [Über affine Geometrie XLI: Die Geometrie zweifach ausgedehnter Mannigfaltigkeiten \(F_2\) im affinen \(R^4\), Math. Z. 26, 373-407 (1927; JFM 53.0707.06)]; 2) that of Weise-Klingenberg [\textit{K. H. Weise}, Der Berührungstensor zweier Flächen und die Affingeometrie der \(F_p\) im \(A_n\), Math.
