    The author employs Fintushel-Stern pseudofree orbifolds to construct the wave functions of universes created as the result of the interaction of cones on lens spaces. The problem of the definition of topology changing amplitudes for tunneling topology changes, as described by cobordisms with Seifert fibered homology sphere boundaries, is also considered. It is shown that such changes in the topology are accompanied by the creation, or annihilation of the lens spaces. The topology changing amplitude calculations are carried out in the stationary approximation for the Kodama wave functions. It is shown that in this approximation, the changing amplitudes factorize and can be expressed by the Chern-Simons invariants of flat connections over Seifert fibered homology spheres and lens spaces.
