Let \(G\) be a finite abelian small group of order \(d\) acting freely on \(\mathbb{C}^3 \setminus \{0\}\), and \(\xi\) be the primitive \(d\)-th root of unity. It is proved that the isolated cyclic quotient \((\mathbb{C}^3/G,0)\) has a \(Q\)-homologically contractible complex link if and only if the action of \(G\) is conjugated to that of diagonal cyclic group with generator \(\text{diag}(\xi, \xi^k, \xi^{d-k})\), where \(0 < k < d\), \(gcd(k,d) =1\) or \(\text{diag} (\xi, \xi^{qr}, \xi^{d-r})\), where \(d = pqr + 1\), \(p, q, r \geq 1\). The author then considers the series of functions \(f_\ell = x^{\ell d} + yz\), \(\ell \geq 2\), on \(\mathbb{C}^3\) which define the functions with isolated critical points on the cyclic quotients of the first type. He proves that the corresponding surface quotient singularities have the same Dynkin diagrams, integral monodromy and real Seifert form as the usual \(A_\mu\)-singularities defined by functions on smooth germs. In fact, these singularities are neither but the hyperquotient singularities or, equivalently, the type \(T\) surface quotients in the sense of \textit{J. Kollár} and \textit{N. I. Shepherd-Barron} [Invent. Math. 91, No. 2, 299-338 (1988; Zbl 0642.14008)].
