    A monoid \(S\) is right perfect if every right \(S\)-act has a projective cover. Fountain proved that, in fact, a monoid is right perfect if and only if all strongly flat right acts over it are projective. The following definitions and notations are given: (A) Every right \(S\)-act satisfies the ascending chain condition for cyclic subacts; (T) The only collapsible submonoid of \(S\) is the one element submonoid; where a monoid \(P\) is called left collapsible if for any \(p,q\in P\) there exists \(r\in P\) such that \(rp=rq\). The author proves the following result: For any monoid \(S\) the following assertions are equivalent. (i) All strongly flat right \(S\)-acts are free. (ii) All strongly flat right \(S\)-acts are projective generators in \textbf{Act}-\(S\). (iii) \(S\) satisfies conditions (A) and (T). (iv) \(S\) is a group.
