The paper discusses the problem of the optimal layout of two materials with given volumes, where the state equation is a linear elliptic system. The author proposes some necessary optimality conditions (without exact proofs) based on variations of the interface between the two materials and needle-like variations defined by means of families of self-similar convex subdomains. The paper contains many misprints and, by reviewer's opinion, the proposed results could be valid only for linear (with respect to the gradient of the state) cost functionals.
