The authors give a combinatorial formula for the constants appearing in the numerators of characters of stable discrete representations of real groups. The authors also give analogous formulas for discrete series representations of real groups. Using these formulas the authors give a topological proof of Arthur's Lefschetz Formula. The authors also develop the combinatorics of convex polyhedral cones on which the above formulas are based.
