The author studies the inverse spectral problem for the following boundary value problem in \((0,T)\): \[ ly\equiv -y''+ p(x)y=\lambda y,\;p(x)= \sum^N_{j=1} {a_j\over x-\gamma_j)^2} +q(x),\;0<\gamma_1<\cdots <\gamma_N <T, \] \[ y'(0)+h_0 y(0)=0,\;y'(T)+h_1 y(T)=0. \] The function \(q\) is complex-valued and \(a_j,h_0,h_1\) are complex numbers. It is assumed that \(a_j= \nu^2_j-1/4\), \(\text{Re} \nu_j>0\), \(\nu_j\notin\mathbb{N}\) and \(q(x)\prod^N_{j=1}| x-\gamma_j |^{1-2 \text{Re} \nu_j}\in L(0,T)\). It is proved that two problems with simple spectrum which have the same spectral data (i.e. the same eigenvalues and residues of the corresponding Weyl functions) are identical. Necessary and sufficient conditions in order that the complex numbers \(\{\lambda_k, \alpha_k\}_{k=0,1\dots}\) be the spectral data for such a problem and a method to obtain the potential \(p\) and the boundary conditions from the spectral data are given too.
