The main result of the article states that a perfect locally finite non-FC-group all whose subgroups are FC-groups has a nontrivial finitary permutation representation. This is a generalization of a result by \textit{F. Leinen} and \textit{O. Puglisi} [J. Lond. Math. Soc., II. Ser. 48, No. 1, 59-76 (1993; Zbl 0792.20051)] asserting that such a group has a nontrivial finitary linear representation.
