Let \(G\) be a reductive simple group over a number field \(F\) and \(\theta\) be an involution of \(G\) over \(F\). In this paper the author constructs a new group \(G'\) and formulates the relative trace formula for the groups \(G\) and \(G'\). Establishing the relative trace formula is quite important as it can be used to prove the Langlands functoriality principle. Towards this end the author indicates three steps to prove this relative trace formula, but succeeds in proving only steps I and II. The third step is the establishment of the fundamental lemma and this is formulated explicitly by the author.
