This paper is devoted to study the local regularity of solutions to linear degenerate elliptic equations of the form \[ -\sum^n_{i,j=1} (a_{ij} u_{x_i}+ d_ju)_{x_j}+ \sum^n_{i=1} b_iu_{x_i}+ cu=f- \sum^n_{i=1} (f_i)_{x_i}. \tag{1} \] The author proves Harnack's inequality for positive solutions and establishes Hölder continuity of solutions of (1) under general assumptions on the data of (1).
