This paper deals with a simple multiscale finite elementary (FE) method for solving multiscale problems, where the multiscale base consists of a standard bilinear conforming FE-base defined on a relatively coarse partition compared with small scale parameter plus a special bubble-like function which includes the small scale information. The error of the multiscale FE-solution is analysed and the optimal error estimate is obtained. Also a multilevel additive Schwarz preconditioning method is presented.
