Let \(A\), \(B\), \(C\) given operators in certain spaces. The operator matrix \(Q= \left(\begin{smallmatrix} A & C\\ ? & B\end{smallmatrix}\right)\) is to be completed by an operator \(X\) into \(M_X= \left(\begin{smallmatrix} A & C\\ X & B\end{smallmatrix}\right)\). In the present paper, the intersection of the spectra of \(M_X\) is considered when \(X\) runs over all possible operators. Denote by \(\sum(A,B,C)\) the set of scalar \(\lambda\in \mathbb{C}\) such that either \((A-\lambda I,C)\) or \((B^*- \overline\lambda, C^*)\) is not right invertible. A formula for the intersection of the spectra \(\bigcap_X\sigma(M_X)\) is proved. It is also proved that the intersection is empty if and only if \((A,C)\) and \((B^*,C^*)\) are controllable. Here \((A,C)\) is called controllable if there exists a positive integer \(p\) such that the range \(\sum^p_{i=1} R(A^{i-1},C)\) is the whole space.
