The main result of this paper is a new upper bound on the Castelnuovo-Mumford regularity: Under certain conditions on the homogeneous ideal \(I\) in a polynomial ring \(R\) over a field, the author proves an upper bound on the regularity of the equidimensional isolated components of \(I\) in terms of the degrees of a generating set of \(I\). The method of proof is via partial annihilators of Koszul homology and of local cohomology modules, and via the Jacobian ideal. Under further smoothness assumptions on \(I\) in characteristic zero, stronger upper bounds are known, see: \textit{D. Bayer} and \textit{D. Mumford} [in: Computational Algebraic Geometry and Commutative Algebra, Proc. Conf. Cotrona 1991, Symp. Math. 34, 1--48 (1993; Zbl 0846.13017)], \textit{A. Bertram, L. Ein} and \textit{R.
