    The starting point for this paper is the work of \textit{W. L. C. Sargent} [J. Lond. Math. Soc. 35, 161--171 (1960; Zbl 0090.03703)]. Let \(\phi= (\phi_n)\) be a positive nondecreasing sequence such that \(n\phi_{n+1}\leq (n+1)\phi_n\) \((n\in\mathbb{N})\) and let \(\Lambda= (\lambda_n)\) be a sequence of nonzero scalars. For seminormed spaces \(E_k\) \((k\in \mathbb{N})\), seminormed by seminorms \(f_k\), the authors define the vector-valued sequence space \[ m(E_k,\phi,\Lambda):= \biggl\{(x_k)\mid x_k\in E_k,\, \sup_{s\in\mathbb{N},\sigma\in N_s} {1\over \phi_s} \sum_{k\in\sigma} f_k(\lambda_k x_k)<\infty\biggr\}. \] If \(E_k= X\) and \(f_k= q\) \((k\in\mathbb{N})\), then \[ n(X,\phi,\Lambda):= \biggl\{(x_k)\mid x_k\in X,\,\sup_{u\in S(x)} \sum_{k\in\sigma} q(\lambda_k u_k)\Delta\phi_k< \infty\biggr\}. \] (Here \(N_s\) stands for the set of all subsets of \(\mathbb{N}\) which do not contain more than \(s\) elements, and \(S(x)\) is the set of all permutations of \((x_k)\).) It is proved that \(m(E_k,0,\Lambda)\) and \(n(X,\phi,\Lambda)\) are solid seminormed sequence spaces. If \(0<\text{inf\,}\lambda_k\leq \sup\lambda_k<\infty\), then \(m(E_k,\phi,\Lambda)= m(E_k,\phi, e)\) and \(n(X,\phi,\Lambda)= n(X,\phi,e)\) with \(e:= (1,1,\dots)\), \(m(X,\phi,\Lambda)\) is symmetric and the Köthe-Toeplitz \(\alpha\)-dual of it is \(n(X,\phi, e)\). The authors also obtain some inclusion results and prove that \(m(E_k,0,\Lambda)\) and \(n(X, 0, \Lambda)\) are sequence algebras if and only if \(0< \text{inf\,}\lambda_k\).
