    The authors consider finite one-dimensional contact and biased voter models with inhomogeneous rates, and they consider the question under which conditions they die out (or fixate) the slowest, given the average rate. It turns out that within the class of piecewise constant rate profiles a two-piece profile provides the solution, in the limit of large volume. In the proofs duality methods are used. Also applications are discussed.
