In a recent paper, \textit{B. F. Chellas} and \textit{K. Segerberg} [``Modal logics in the vicinity of S1'', ibid. 37, 1--24 (1996; Zbl 0859.03011)] showed how to give a possible-worlds semantics to a family of modal logics close to S1 by using simultaneously in the models an accessibility relation and a neighbourhood operation. The authors of the present paper adapt those constructions to obtain semantic characterizations of a family of deontic logics in the same area, where the modal axiom `necessity implies truth' is weakened to its deontic counterpart `obligation implies permission'.
