Let \(X\subset\mathbb{P}^{n+1}\) be a smooth hypersurface of degree \(D\). By the Lefschetz theorem and Poincaré duality, we have \(H^{2k}(X,\mathbb{Z})= \mathbb{Z}\alpha\), \(2k> n\), where \(\langle\alpha, h^{n-k}\rangle= 1\) with \(h= c_1({\mathcal O}_X(1))\). Note that the class \(D\alpha\) is equal to \(h^k\), and hence is algebraic. Assume that \(n= 3\), \(k= 2\), and for some integer \(p\) coprime to \(6\), \(p^3\) divides \(D\). \textit{J. Kollár} [in: Classification of irregular varieties, minimal models and abelian varieties, Proc. Conf., Trento/Italy 1990, Lect. Notes Math. 1515, 134--139 (1992; Zbl 0769.14001)] proved that for general \(X\), any curve on \(X\) has degree divisible by \(p\), and hence the class \(\alpha\) is not algebraic. In the present paper, building upon this construction and employing Kollár's degeneration argument, the authors provide nontrivial torsion cycles, which are algebraically equivalent to \(0\) and annihilated by the Deligne cycle class map.
