    In this paper the Schrödinger operator with a potential in a certain class of slowly varying functions not necessarily vanishing at infinity is considered. The conditions that characterize this class are imposed in a local form, i.e. with respect to a bounded interval of the real line. These assumptions are formulated with the aid of a family of functions which the authors call approximate phases. Essential selfadjointness of the Schrödinger operator is established. The main result of the paper is the validity of a localized form of the principle of limiting absorption. As a consequence the absolute continuity of the localized operator follows. The proof of the main result relies on certain growth estimates for solutions of the reduced wave equation. In particular a weighted radiation condition with respect to the approximate phase functions is introduced to obtain existence and uniqueness of limiting absorption solution. The proof of the uniqueness argument used here is postponed to the second part of the paper [see the article reviewed below].
