    The paper deals with singular perturbations related to the case that the perturbed and reduced operators are both elliptic. The method and the results are referred mainly to boundary value problems of the linear theory of thin elastic plates such as: \[ (1)\quad (\epsilon^ 2\Delta^ 2-\Delta)u_{\epsilon}(x)=f_{\epsilon}(x),\quad x\in U; \] \[ (2)\quad \pi_ 0B_ j(\epsilon,x',\partial_ x)u_{\epsilon}(x')=\phi_ j(x'),\quad j=1,2;\quad x'\in \partial U \] where \(U\subset {\mathbb{R}}^ n\) is a bounded domain with \(C^{\infty}\) boundary \(\partial U\) and \(\pi_ 0\) denotes the restriction operator to \(\partial U\). Further, the boundary operators \(B_ j\) are typical of the elasticity theory and satisfy coerciveness conditions. At first, the construction of operators which reduce a given singular perturbation to a regular one is discussed. Some appropriate pseudodifferential operators are analyzed in order to reduce a class of singularly perturbed boundary value problems to regular perturbations. Successively, a reducing operator of Wiener-Hopf type is constructed and a solvability theorem is proved for the case (simply supported plate) \(B_{\perp}=1,\quad B_ 2=\partial^ 2_ N-\sigma \partial^ 2_ T\) where N is the inward normal at the point x'\(\in \partial U\) and T is the unit-tangential vector at x'\(\in \partial U\). Furthermore, asymptotic formulae as \(\epsilon\) \(\to 0\) and error estimates are established. The case of the Dirichlet problem has been already discussed from the authors in a previous paper.
