This paper gives the solutions to two optimization problems in experimental designs, arranged in blocks. \textit{J. A. John} and \textit{T. J. Mitchell}'s [J. R. Stat. Soc., Ser. B 39, 39-43 (1977; Zbl 0354.05015)] definition of regular graph designs is extended to semi-regular graph designs. Conditions for optimality under type 1 criterion are derived. Also, some sufficient conditions for the dual of an A or D optimal design to be A- or D-optimal are given.
