This paper is concerned with using the notion of a parallel transport of space-like vectors to define a generalised concept of spin in Euclidean space-time, and to show how this concept may be used to characterise both inertial observers and rotating observers. We also consider the role played by this concept in the development of a frame-independent concept of force.
