This is the second part of the paper reviewed above. The numbering of chapters, sections and references continues that of the first part. In the first part the author has defined, for any connected reductive algebraic group G over an algebraically closed field k, a class \(\hat G\) of irreducible perverse sheaves on G, called the character sheaves. In the case where k is an algebraic closure of the finite field \(F_ q\) and G is defined over \(F_ q\), he considers the subset \(\hat G(\)F\({}_ q)\) of \(\hat G\) consisting of the character sheaves which are isomorphic to their inverse image under the Frobenius map F. Any character sheaf K in \(\hat G(\)F\({}_ q)\) gives rise to a class function \(\chi_ K\) on \(G(F_ q)\) well defined up to multiplication by a nonzero constant. One expects that the class functions \(\chi_ K\) coincide with the ''almost-characters'' of \(G(F_ q)\) so that, in particular, they should form an orthogonal basis of the space of class functions on \(G(F_ q)\). The author proves the orthogonality relations for the class functions \(\chi_ K(g)\) under an assumption on cuspidal character sheaves. An important role in the arguments of the paper is played by certain class functions on the unipotent set of \(G(F_ q)\), called generalized Green functions, since they are closely related to the Green functions [cf. \textit{P. Deligne} and \textit{G. Lusztig}, Ann. Math., II. Ser. 103, 103-161 (1976; Zbl 0336.20029)].
