    The new construction of Hadamard matrices of order \(8t+4\) is presented. The method is based on the construction of the ''Hall set''. The author gives the examples of construction of \(H(8t+4)\) for \(t=3,4\) using ''Hall set''. There are constructed 15 matrices H(28). The problem of inequivalence of these 15 matrices is unsolved.
